In the light of a pressing need to cut emissions and energy running costs, is it reasonable to set environmental standards for new buildings which exceed Building Regulations? Or is this simply a step too far for developers in the current economic climate?
For local authorities such as Bristol City Council which are revising their Core Strategies it is difficult dilemma. CWL was asked to look at the evidence and the arguments for and against higher environmental standards in central Bristol as part of the development and consultation on a revised Core Strategy.
Working with stakeholders and drawing on evidence from developers, land agents, other local authorities and other independent cost studies we produced three options for setting enhanced standards for new buildings in central Bristol which will go to wider consultation.
